如果可以的话，最好是当 Agent 简单行动，例如只允许 Bot 收到指令后下载数据，完成后回报 Center 获取上传到目标 od 的信息和凭据（最好是类似 oss 那种的客户端凭据），上传后再回调 Center 获取下一个任务。
